The Chinese American Sports Association was founded in 2015 by Chinese American sports figures.
It is a non-profit mass sports social organization with independent legal personality, approved by the California state government.
It is a sports-specific association whose main purpose is to raise funds from the public and serve the sports and health of Chinese people.
The core philosophy of the American Chinese Sports Association is to promote global understanding of the Chinese community through sports and to bring Chinese people around the world closer together through sports.
The core goal of the American Chinese Sports Association is to cultivate a healthy and positive new image of Chinese people worldwide.
The core mission of the American Chinese Sports Association is to promote various sports activities and events, enabling Chinese families to embark on a sports path that suits them, allowing more Chinese children to benefit from sports in their studies and mental well-being, and bringing true pride to more parents.

Members in ACAA are all formal professional athletes and immigrants to the US.

Articles of Association
Chapter 1
General Principles
Article 1. This association is named the American Chinese Athlete Association, abbreviated as "ACAA". Its English name is "AMERICAN CHINESE ATHLETE ASSOCIATION", abbreviated as "ACAA".
Article 2 The American Chinese Sports Association is a non-profit, community sports organization in California with independent legal person status. It is an organization established through commercial fundraising and approved by the California government. It comprises Chinese sports figures (including those from China, Hong Kong, Macau, and Taiwan) and related sports organizations within California, and is a voluntary American Chinese sports organization.
Article 3 The purpose of the American Chinese Sports Association is: in accordance with the American Nonprofit Act, to organize and carry out fitness activities for Chinese Americans, unite all sectors of the Chinese community in California, enhance sports and cultural exchanges and cooperation among Chinese Americans, jointly develop sports, abide by the Constitution, laws, regulations and California policies, uphold social ethics, actively promote and carry forward Chinese culture, enrich and enliven the sports and cultural life of Chinese Americans, promote the development of Chinese American fitness activities, cultivate team spirit, improve the overall quality of Chinese Americans, promote scientific development, and serve the construction of a harmonious society.
Article 4 The American Chinese Sports Association is subject to the guidance and supervision of the U.S. government.
Article 5 The headquarters of the American Chinese Sports Association is located in Arcadia, Los Angeles County, California, USA.
Chapter Two
Business Scope

Article 6 The scope of business of the American Chinese Sports Association is:
(i) To implement the guidelines and policies of American non-profit organizations and to put into practice the development concept of Chinese athletes living and working in the United States; to guide and assist Chinese people to carry out national fitness activities in a scientific manner and improve their sports level and physical fitness; and to assist and develop international exchanges of Chinese people in sports in the United States.
(II) To study and formulate development plans and programs for sports among Chinese Americans.
(III) Promote sports culture and sports image, disseminate sports knowledge, teach sports skills, and improve health levels.
(iv) Create influential sports events for Chinese Americans to expand their influence in American society. Through sports competitions and related activities, build platforms for exchange and cooperation among Chinese Americans, and facilitate and arrange reciprocal sports exchanges. Utilize the medium of sports to organize sports competitions and activities that serve the Chinese American community.
(v) Organize and coordinate various sports competitions and activities of Chinese people in the United States at all levels.
(vi) To organize or host international competitions and activities related to Chinese sports, to carry out international exchanges and interactions, and to promote the development of the association.
(vii) Promote sports and cultural activities. Publish internal network information periodically to report member activities. Establish a professional website to provide a platform for promoting Chinese American athletes and facilitating cultural exchange.
(viii) To broadly connect and unite people from all walks of life and give full play to the association’s role as a bridge and link.
Chapter Three

Article 7 The California Chinese Sports Association shall have individual members.
Individual members: should be individuals who independently bear certain civil liabilities, have been, are, and will be engaged in sports, and have a certain influence and reputation in the sports field.

Article 8. Applicants for membership must meet the following conditions.
(a) Uphold the constitution of this organization;
(ii) Have the intention to join this organization;
(III) Sports work is valued and sports activities are carried out well;
(iv) Be enthusiastic about supporting sports activities and actively participate in the association's activities;
(v) Be able to exercise membership rights and fulfill membership obligations.

Article 9 The procedure for joining the membership is as follows:
(a) Submit a membership application to the Secretary-General of the American Chinese Sports Association;
(ii) Approved by the committee or the standing committee;
(iii) Approved by the Secretariat authorized by the Committee.

Article 10 Members shall have the following rights:
(a) The association's right to elect, be elected, and vote;
(ii) The right to priority participation in activities organized by the association;
(iii) The right to priority access to association services;
(iv) The right to criticize, suggest improvements to, and supervise the work of the association;
(v) Membership is voluntary and withdrawal is free.

Article 11 Members shall fulfill the following obligations:
(i) Implement the association's resolutions and abide by the association's charter and rules and regulations;
(ii) Safeguarding the legitimate rights and interests of the association;
(iii) To complete the tasks assigned by the association;

Members wishing to withdraw from the association should notify the Secretary-General of the California Chinese Sports Association verbally or in writing. Members who do not participate in the association's activities for two years will be considered to have automatically withdrawn.

Article 13. If a member seriously violates this charter, he/she may be expelled upon a vote by the committee or the standing committee.

The formation and removal of organizational structures and their leaders

Article 14 The highest authority of the American Chinese Sports Association is the General Assembly of Members, whose powers are:
(一) 制定和修改章程;
(二) 选举和罢免委员;

(四) 讨论、决定有关提案和决议;
(五) 制定和修改会费标准;
(六) 决定终止事宜;
(七) 决定其他重大事宜
Article 15 A general meeting of members' representatives shall be convened only if more than two-thirds of the members' representatives are present, and its resolutions shall be effective only if passed by more than half of the members' representatives present.
Article 16 This Association shall establish a Committee. The Committee is the executive body of the General Assembly of Members, leading the Association's daily work during the recess of the General Assembly of Members, and is responsible to the General Assembly of Members. The Secretariat of the American Chinese Sports Association is the day-to-day administrative body of the Committee.
Article 17 The powers of the Committee are:
(a) To implement the resolutions of the General Meeting of Members;
(ii) Election and removal of the president, vice presidents, and secretary-general;
(III) Preparing for the convening of the members' representative meeting;
(iv) Report to the General Assembly of Members on the organization's work and financial status;
(v) Decide on the admission or expulsion of members;
(vi) Decide on the establishment, cancellation and renaming of offices, branches, representative offices and entities;
(vii) Decide on the appointment of deputy secretaries-general and principal heads of various agencies;
(viii) Lead the work of all departments of the association;
(ix) Establish internal management systems;
(x) To decide on the establishment of honorary positions and the selection of candidates;
(xi) Decide on other major matters
Article 18. A committee can only be convened if more than two-thirds of its members are present, and its resolutions can only take effect if passed by more than two-thirds of the members present.
Article 19 The committee shall hold at least one meeting annually; in special circumstances, meetings may be held via teleconference.
Article 20 This Association shall establish a Standing Committee. The Standing Committee shall be elected by the Committee and shall exercise the powers stipulated in Items 1, 3, 5, 6, 7, 8, and 9 of Article 18 during the recess of the Committee, and shall be responsible to the Committee.
Article 21 The Standing Committee shall be convened only if more than 2/3 of the Standing Committee members are present, and its resolutions shall be effective only if passed by more than 2/3 of the Standing Committee members present.
Article 22 The Standing Committee shall hold a meeting at least once every six months. In special circumstances, the meeting may be held by means of communication.
Article 23 The president, vice presidents, secretary-general, and members of this association must meet the following qualifications:
(a) Good overall qualities;
(ii) Has significant influence within the association's business areas;
(III) The maximum age for the president, vice presidents, and secretary-general shall not exceed 80 years old;
(iv) Physically healthy and able to maintain normal work;
(v) Possess full civil capacity
Article 24 If the president, vice president, or secretary-general of this association exceeds the maximum age limit for holding office, he or she must be approved by a vote of the committee before he or she can assume office.
Article 25 The term of office for the president, vice presidents, and secretary-general of this association is four years, and they may not serve more than two consecutive terms. If an extension of the term is required due to special circumstances, it must be approved by a two-thirds majority vote of the members' representatives at the members' representative assembly before they can assume office.
Article 26 The president is the legal representative of this association. The legal representative signs important documents on behalf of the association. Under special circumstances, with the president's authorization and the committee's approval, the secretary-general may serve as the legal representative.
Article 27 The president of the association shall exercise the following powers:
(i) To convene and preside over committees and standing committee meetings;
(ii) To check the implementation of resolutions of the General Assembly of Members, the Committee, and the Standing Committee;
(III) Supervise and inspect the work of the Secretariat and listen to reports.

Article 28 The Secretary-General of the Association shall exercise the following powers:
(i) To preside over the daily work of the administrative office and organize the implementation of the annual work plan;
(ii) Coordinate the work of various branches, representative offices, and entities;
(iii) Nominate deputy secretaries-general and principal heads of various agencies, and submit them to the committee or standing committee for decision;
(iv) Decide on the employment of full-time staff of offices, branches, representative offices, and entities;
(v) Handling other daily affairs.
Chapter Five
Asset Management and Usage Principles

Article 29. Sources of Association Funding:
(a) Membership fees;
(ii) Donations;
(iii) Government funding;
(iv) Revenue from activities or services conducted within the approved scope of business;
(v) Interest;
(vi) Other legitimate income.
Article 30 This association collects membership fees in accordance with the regulations for non-profit organizations in the United States.
Article 31 The funds of this association must be used for the business scope and development of the cause stipulated in this charter and shall not be distributed among the members.
Article 32 This Association shall establish a strict financial management system in accordance with the relevant regulations for non-profit organizations in California to ensure that accounting information is legal, true, accurate and complete.
Article 33 The asset management of this Association shall comply with the financial management system stipulated for non-profit organizations in the United States and shall be subject to the supervision of the General Meeting of Members and the financial authorities. If the source of assets is social donations or grants, it must be subject to the supervision of the auditing authority, and the relevant information shall be disclosed to the public in an appropriate manner.
Article 34 This association must undergo a financial audit by a California non-profit organization before changing its leadership or legal representative.
Article 35 No unit or individual may seize, embezzle, or misappropriate the assets of this association.
Article 36 The salaries, insurance, and welfare benefits of the full-time staff of this Association (subject to future funding) shall be implemented in accordance with the relevant regulations of U.S. non-profit organizations.
Chapter Six
Articles of Association Amendment Procedure
Article 37 Amendments to the Articles of Association of this Association shall be approved by the Committee and then submitted to the General Assembly of Members for deliberation.
Article 38 Any amendments to the Articles of Association of this Association shall be approved and take effect within 15 days after being adopted by the General Meeting of Members.
Chapter Seven
Termination proceedings and post-termination property disposal
Article 39 If the Association completes its objectives, dissolves itself, or needs to be deregistered due to reasons such as division or merger, the Committee or the Standing Committee shall propose a motion for termination.
Article 40. A motion to terminate this Association must be approved by a vote of the members' representatives and reviewed and agreed upon.
Article 41 Before the termination of this association, a liquidation organization shall be established to settle debts and handle other matters. During the liquidation period, no activities other than liquidation shall be carried out.
Article 42 This Association shall be terminated upon completion of the deregistration procedures by the California government authorities.
Article 43. Upon termination of this Association, the remaining assets shall be used, under its supervision and in accordance with the relevant regulations of California, for the development of undertakings related to the purposes of this Association.
Chapter Eight
Supplementary Provisions

Article 44 The flag and emblem of this association shall be approved and issued by the General Assembly of Members. Without permission, no unit or individual may reproduce or use them for commercial activities.
Article 45 This Charter was adopted by the Second Members' Representative Assembly on January 1, 2016.
Article 46 The right to interpret this charter rests with the Committee of the American Chinese Sports Association.
Article 47 This charter shall come into effect on the date of its approval by the first American Chinese Sports Association.
